I have the honour to spproach your Lordship on the subject of
the allowance formerly paid to the Harbour Master of this Colony by
the Transvaal Government for performing certain duties on their behalf
in connection with Jhinese Esigration, which dutlas were continued for
one year and ten months after the allowance ceased.
2. The history of this allowance is, briefly, this.' ' Then
Chinese Kmigration to the fransvaal first bodan, it was intended that
the coolies should be recruited in South Chins, and embark at Hong-1
kond, and the carrying oat of the very stringent requirements of the
Fransvaal Government's radaistions on the subject was performed by
